Programme Overview
The Child Health and Mortality Prevention Surveillance (CHAMPS) site aims to determine and track the causes of under-five mortality and stillbirths through epidemiologic surveillance. This includes reporting within 24 hours, clinical sampling, and the use of advanced laboratory diagnostics across multiple international sites.
In Sierra Leone, the CHAMPS site is located in Bombali District. The program uses Minimal Invasive Tissue Sampling (MITS) to reduce uncertainty in determining causes of death.
Data collected from Sierra Leone contributes to findings from eight other countries, helping reduce child mortality in low- and middle-income countries (LMICs) by providing evidence to inform policies for donors and stakeholders.
From the 2025/26 financial year, The Africa Research Collaborative (The ARC), a local NGO in Sierra Leone, has been tasked with implementing the CHAMPS programme with initial support from Deloitte Ghana.
The ARC focuses on generating local evidence to inform national policies, health guidelines, and service delivery. It works closely with governments and partners to ensure sustainable and culturally appropriate solutions.

Duty Station: Freetown (Seconded to Ministry of Health – 70%, CHAMPS – 30%)
Positions may also be placed in Makeni, Bo, or Freetown
Function of Department
The Data to Action (D2A) process is a core part of CHAMPS. It focuses on converting high-quality mortality data into actionable solutions that improve health systems and reduce preventable child deaths.
In Sierra Leone, D2A supports improved healthcare quality, stronger policies, and stakeholder engagement to enhance child health outcomes.
The role will support the Child Health Program at the Ministry of Health while collaborating with RMNCAH Directorate and the Office of the Chief Medical Officer.
Main Responsibilities
- Serve as liaison between Ministry of Health (MoH) and CHAMPS
- Support child mortality surveillance and death reviews
- Assist hospitals and district teams in conducting child death reviews
- Ensure timely submission of reports
- Provide technical support and mentorship
- Support data analysis and dissemination of findings
- Ensure timely implementation of CHAMPS D2A activities
- Advocate for evidence-based decision-making approaches
- Respond to action points from meetings promptly and confidentially
- Disseminate CHAMPS findings via reports, publications, and media platforms
- Support development of policy briefs and approvals
- Coordinate D2A activities across MoH leadership and departments
- Strengthen collaboration with partners and stakeholders
- Maintain communication with relevant MoH departments
- Provide operational insights and advisory support
- Organize technical working group (TWG) meetings
- Institutionalize Data-to-Action practices within the health system
- Strengthen relationships with health facilities and DHMTs
- Support Child Health Program delivery
- Build and maintain stakeholder relationships
- Perform additional duties as assigned

Financial Authority

Required Education and Skills
- Medical degree (MD or MBBS) with at least 2 years of clinical experience
OR - Nursing, midwifery, or community health degree with 5+ years of experience
Additional requirements:
- Strong project management knowledge
- Advanced IT skills
- Master’s or PhD (advantage)
