Position: Programme Accountant

Role Summary
The Programme Accountant is responsible for ensuring strong financial management, accountability, and compliance across donor-funded projects implemented with local partners and service providers. The role also supports budgeting, donor reporting, risk management, and financial capacity building for partner organizations.
Key Responsibilities
Financial Management & Partner Support
Review and monitor partner financial reports and ensure compliance with donor and organisational requirements
Support partners in preparing monthly and quarterly financial reports and forecasts
Conduct financial capacity assessments and field visits to partner organizations
Provide training and technical support on accounting systems and reporting tools
Monitor financial controls and ensure proper documentation and record keeping
Budgeting & Reporting
Support preparation and monitoring of project budgets
Assist in monthly budget vs actual (BvA) analysis and forecasting
Lead donor financial reporting for assigned grants and programmes
Ensure timely, accurate, and compliant financial reports for donors
Support audit processes and implementation of audit recommendations
Financial Control & Risk Management
Identify financial risks in partner organizations and recommend mitigation measures
Ensure compliance with Trócaire financial policies and donor regulations
Support fraud investigations and internal control assessments
Maintain proper financial documentation in systems such as Salesforce and accounting platforms
Capacity Building & Coordination
Provide financial guidance and training to programme teams and partners
Support budgeting, financial planning, and reporting processes
Participate in programme meetings and cross-functional coordination
Strengthen partner financial systems and reporting capabilities
Requirements
Education
Bachelor’s degree in Commerce, Finance, or Business Management
CPA, ACCA, or CIMA certification required
Experience
Minimum 5 years of experience in finance/accounting in the international development or humanitarian sector
Experience managing donor-funded budgets and reporting
Experience working with NGOs or implementing partners
Knowledge of donor regulations (EU, Irish Aid, UN, etc.)
Experience using financial systems such as Agresso, SAP, or similar
