Job Overview
The Strategic Procurement Manager will lead the end‑to‑end procurement lifecycle for major construction projects in Sierra Leone. Reporting to the Regional Procurement Director, the incumbent will develop sourcing strategies, negotiate contracts, and manage supplier relationships to secure the best value for the organization. This position plays a critical role in aligning procurement activities with project timelines, risk management frameworks, and sustainability goals. Key Responsibilities
- Develop and implement strategic sourcing plans for materials, equipment, and services required for construction projects.
- Lead negotiations with vendors, contractors, and consultants to secure favorable terms, pricing, and delivery schedules.
- Manage the full procurement cycle, including requisition, tendering, evaluation, award, and contract administration.
- Collaborate with project managers to align procurement schedules with construction milestones and mitigate supply‑chain risks.
- Ensure compliance with local regulations, international standards, and Mott MacDonald’s ethical procurement policies.
- Monitor supplier performance, conduct regular audits, and implement corrective actions when necessary.
- Drive cost‑saving initiatives and value‑engineering opportunities across the supply base.
- Prepare detailed procurement reports, dashboards, and risk assessments for senior leadership.
- Mentor and develop junior procurement staff, fostering a culture of continuous improvement.
Required Skills
- Strong negotiation and contract management expertise.
- In‑depth knowledge of construction materials, equipment, and services markets.
- Proficiency in procurement software and ERP systems (e.g., SAP, Oracle).
- Excellent analytical, financial modeling, and cost‑analysis abilities.

Education
The candidate must hold a Bachelor’s degree in Business Administration, Supply Chain Management, Engineering, or a related field. A Master’s degree or professional certification such as CPM (Certified Procurement Manager) or CIPS is highly desirable.
Experience
Minimum of seven (7) years of progressive procurement experience within the construction or engineering sector, with at least three (3) years in a senior or managerial role. Experience managing large‑scale, multi‑million dollar contracts in West Africa is an advantage.
Salary
The compensation package ranges from SSP 2,500,000 to SSP 4,000,000 annually, commensurate with experience and qualifications. The package includes performance‑based bonuses and allowances.
