Job Overview

The Program Monitoring and Evaluation (M&E) Specialist will lead the design, implementation and reporting of robust M&E frameworks for UNDP’s flagship development programs in Sierra Leone. Working closely with program managers, partners and government stakeholders, the specialist will ensure that project outcomes are measured accurately, data quality is maintained, and lessons learned are integrated into future planning. This position plays a critical role in demonstrating impact, informing strategic decisions and enhancing accountability to donors and beneficiaries. Key Responsibilities

• Develop and refine logical frameworks, results matrices and indicator tracking tables for all assigned programs.
• Design data collection tools, surveys and monitoring plans that align with UNDP standards and donor requirements.
• Conduct regular field visits to verify data, assess implementation progress and provide technical support to project teams.
• Analyze quantitative and qualitative data, produce performance dashboards and generate evidence‑based reports for senior management and donors.
• Facilitate learning workshops and knowledge‑sharing sessions to disseminate findings and best practices.
• Collaborate with finance and procurement units to ensure that M&E budgets are adhered to and resources are efficiently utilized.
• Support the preparation of annual and mid‑term evaluation reports, ensuring compliance with UNDP and donor guidelines.
• Contribute to the development of gender‑responsive and climate‑smart indicators that reflect the priorities of Sierra Leone’s national development agenda.

Required Skills

• Strong analytical skills with proficiency in statistical software (e.g., SPSS, Stata, R) and data visualization tools.
• Excellent written and verbal communication skills in English; knowledge of local languages is an asset.
• Ability to work independently and as part of multidisciplinary teams in challenging field environments.
• Experience in designing and managing M&E systems for development projects funded by multilateral donors.
• Solid understanding of international development frameworks, such as the Sustainable Development Goals (SDGs) and the UNDP Results Framework.
• Attention to detail, strong organizational abilities and capacity to meet tight deadlines.

Education

A Master’s degree in Development Studies, Economics, Public Policy, Statistics, or a related discipline is required. Relevant certifications in Monitoring and Evaluation, such as the International Program Evaluation Association (IPEA) credential, are highly desirable.

Experience

Minimum of three to five years of professional experience in monitoring, evaluation, research or data analysis within international development, humanitarian assistance, or government programs. Prior experience working with UN agencies, NGOs or donor‑funded projects in Sierra Leone or the West African region is preferred.

Salary

The position offers a competitive salary range of 1,200,000 to 1,800,000 SSP per month, commensurate with experience and qualifications, along with UNDP staff benefits and allowances.
