Job Overview
Helen Keller Intl is seeking an experienced and strategic Finance Manager to join its Sierra Leone operations team in Freetown. The successful candidate will oversee financial management, budgeting, accounting operations, donor compliance, and financial reporting while supporting impactful public health and development programs.
This opportunity is ideal for finance professionals with strong experience in NGO finance, donor-funded project management, and international development operations.
Key Responsibilities
Financial Management & Leadership
- Support the Finance Director in managing the financial health of the country office portfolio
- Monitor project burn rates, pipelines, and budget performance
- Identify financial variances and recommend corrective actions
- Ensure compliance with organizational policies and donor regulations
- Lead, mentor, and supervise finance staff to strengthen team performance
Budgeting & Grants Management
- Prepare and analyze annual budgets, forecasts, and financial reports
- Support proposal budgeting and donor budget amendments
- Monitor project expenditures and implementation rates
- Prepare donor reconciliations, accruals, and financial deliverables
- Ensure compliance with donor financial rules and reporting standards
Accounting & Financial Operations
- Supervise accounting, payroll, banking, procurement, and cash management activities
- Ensure accurate maintenance of the general ledger
- Review payroll processes and statutory payments for compliance
- Maintain organized financial records and filing systems
- Coordinate financial audits and corrective action implementation
Compliance & Operational Support
- Monitor local financial regulations and ensure operational compliance
- Improve financial systems, workflows, and internal controls
- Conduct field visits for financial assessments and mentoring
- Participate in finance initiatives and organizational best practices
Qualifications
- Master’s Degree in Finance Management, Accounting, or a related field
- ICAN or equivalent professional certification preferred
- Minimum of 10 years of professional finance experience
- At least 5 years in a similar managerial role, preferably within an international NGO
- Strong understanding of donor-funded projects and financial compliance requirements
Required Skills and Competencies
- Financial reporting and budgeting expertise
- Strong accounting and general ledger management skills
- Knowledge of donor regulations and grant compliance
- Leadership and team management abilities
- Excellent analytical and organizational skills
- High proficiency in financial software and spreadsheets
