Job Description
The Finance and Administration Manager will play a central role in ensuring effective financial planning, accounting, compliance, administration, logistics, procurement, risk management, safeguarding, and operational efficiency across the country office.
The selected candidate will oversee finance and admin staff while ensuring all systems align with BBC Media Action policies, donor requirements, statutory regulations, and organizational objectives.
Key Responsibilities
Financial Management & Analysis
- Lead overall financial planning, budget management, and accounting operations for country office programs.
- Support strategic financial decision-making and business planning for organizational growth.
- Prepare financial forecasts, expenditure reports, and performance analysis.
- Monitor project budgets and ensure proper allocation of donor funds.
- Maintain accurate financial records and reporting systems.
Financial Control, Compliance & Risk Management
- Maintain strong internal controls, financial compliance systems, and risk management frameworks.
- Ensure compliance with BBC policies, donor regulations, tax requirements, statutory obligations, and financial reporting standards.
- Oversee bank account management, reconciliations, cash flow monitoring, asset management, insurance arrangements, and procurement compliance.
- Coordinate internal and external audits and implement audit recommendations effectively.
- Maintain updated financial risk assessments and mitigation plans.

Administration, Procurement & Logistics
- Oversee office administration, procurement systems, vendor management, logistics coordination, and operational support services.
- Ensure procurement and finance manuals remain aligned with global standards and policies.
- Supervise inventory tracking, office resources, contracts, and logistics operations.
- Maintain smooth operational systems to support project implementation and organizational activities.
Health, Safety & Security
- Serve as the focal point for health, safety, and office security matters.
- Liaise with BBC Safety, Security & Resilience (SSR) teams and external stakeholders when necessary.
- Organize fire drills, first aid training, workplace safety inductions, and emergency preparedness programs.
- Ensure compliance with office security procedures during disruptions, protests, or emergencies.
- Maintain office inspection and safety compliance records.
Team Leadership, Capacity Building & Training
- Lead and mentor finance and administration teams to ensure high performance and professional growth.
- Conduct capacity-building initiatives and financial management training for staff and project teams.
- Provide coaching and support to non-finance colleagues on budgeting, donor compliance, and financial accountability.
- Support safeguarding training and staff awareness programs.
Safeguarding Responsibilities
- Ensure compliance with BBC Media Action’s Safeguarding Policy and Code of Conduct.
- Report safeguarding concerns through established reporting and whistleblowing channels.
- Maintain safeguarding training records for employees and freelancers.
Education Requirements
Applicants should possess:
- A Qualified Accountant certification (ACCA, CPA, CIMA, CA or equivalent preferred) and/or
- A Postgraduate Degree such as:
- MBA
- MA in Finance
- Administration
- Accounting
- Business Management
- Economics or related disciplines
Additional certifications in financial management, donor compliance, grants administration, procurement, or risk management will be considered advantageous.
Experience Requirements
Candidates must have:
- Minimum 5 years of senior management experience in financial and administrative management, preferably in an international NGO, nonprofit organization, donor-funded program, or development agency.
- Strong experience in budgeting, financial planning, donor reporting, grants management, and project accounting.
- Proven expertise in managing complex budgets, co-financing arrangements, and sub-grants.
- Experience supervising procurement, logistics, assets, administration, and operational systems.
- Demonstrated leadership experience managing and coaching diverse teams.
Essential Skills & Competencies
The ideal candidate should demonstrate:
- Strong financial analysis and budgeting expertise
- Advanced Microsoft Excel and financial systems knowledge
- Experience with systems such as SAP, Oracle, SUN, Access Dimensions, or similar platforms
- Excellent communication, interpersonal, and stakeholder management skills
- Strong problem-solving, analytical thinking, and decision-making abilities
- High levels of resilience, adaptability, and organizational planning
- Ability to influence teams and drive organizational improvements
