Job Overview

The Senior Policy Analyst will lead high‑impact research and advisory services for the Government of Sierra Leone, focusing on public sector reform, fiscal policy, and inclusive growth strategies. Working closely with senior officials, donors, and local partners, the analyst will develop evidence‑based policy recommendations, design implementation frameworks, and monitor outcomes to ensure alignment with national development goals. Key Responsibilities

• Conduct rigorous quantitative and qualitative analysis on fiscal policy, public financial management, and governance reforms.
• Prepare policy briefs, technical reports, and presentation materials for senior government officials and development partners.
• Facilitate multi‑stakeholder workshops and consultations to gather input and build consensus on reform agendas.
• Design monitoring and evaluation frameworks to track policy implementation and impact.
• Collaborate with World Bank economists, sector specialists, and local research institutions to integrate cross‑cutting perspectives.
• Provide technical assistance and capacity‑building support to ministries and agencies.
• Ensure all work adheres to World Bank standards, safeguards, and ethical guidelines.

Required Skills

• Advanced analytical skills with proficiency in statistical software (e.g., STATA, R, or Python).
• Strong written and verbal communication abilities, capable of translating complex data into clear policy advice.
• Demonstrated experience in stakeholder engagement and facilitation.
• Deep understanding of Sierra Leone’s public sector architecture and development challenges.
• Ability to work independently and manage multiple priorities under tight deadlines.
• Fluency in English; knowledge of local languages (e.g., Temne, Mende) is an asset.

Education

The successful candidate must hold a Master’s degree in Public Policy, Economics, Development Studies, or a closely related discipline. Advanced certifications in data analysis, public finance, or project management are highly desirable.

Experience

A minimum of five years of relevant experience is required, with a proven track record in policy analysis, government advisory, or international development projects. Experience working in West Africa, particularly Sierra Leone, will be considered a strong advantage.

Salary

The position offers a competitive salary range of SSP 2,500,000 to SSP 4,000,000 per month, commensurate with experience and qualifications. Additional performance‑based incentives may be provided.
