Job Title

Team Lead (Project & Operations Management)
Location: Freetown
Job Type: Full-Time
Contract Duration: 1 Year (Renewable based on performance)
Start Date: 1 Jan 2027


Job Overview

The Team Lead will provide strategic leadership and oversight for project implementation, financial management, and administrative operations. This role ensures high-quality program delivery across public health, disability inclusion, and community-based initiatives.

The position is ideal for professionals with strong experience in NGO leadership, global health programs, project management, and donor-funded development projects.


Key Responsibilities

1. Project Quality & Program Management

  • Lead planning, implementation, monitoring, and evaluation (M&E) of projects
  • Ensure integration of technical, financial, and operational functions
  • Promote results-based management and evidence-driven decision-making
  • Ensure timely reporting and project performance tracking

2. Financial & Administrative Management

  • Oversee budgeting, financial accountability, and compliance
  • Ensure adherence to donor regulations and organizational policies
  • Supervise administrative systems, logistics, and risk management processes
  • Ensure efficient resource utilization and financial transparency

3. Team Leadership & Staff Development

  • Lead and supervise multidisciplinary teams (Finance, Health, CBID, Admin)
  • Foster a culture of collaboration, accountability, and continuous learning
  • Manage staff performance, training, and professional development
  • Strengthen coordination across technical and operational departments

4. Partnerships & Stakeholder Engagement

  • Represent DAHW with government institutions, NGOs, and development partners
  • Strengthen collaboration with national and district health systems
  • Participate in coordination forums and partnership platforms

5. Knowledge Management & Learning

  • Promote documentation of project results, lessons learned, and best practices
  • Strengthen knowledge-sharing systems and internal learning processes
  • Use project data to inform strategic decisions and program improvements

Required Skills & Competencies

  • Strong leadership and team management skills
  • Expertise in project management, monitoring & evaluation (M&E)
  • Knowledge of financial management, donor compliance, and budgeting
  • Strategic thinking and systems-based approach to development programs
  • Excellent communication, representation, and stakeholder engagement skills
  • Ability to work in complex, multicultural, and fast-paced environments

Qualifications & Experience

Education

  • Advanced Degree in:
    • Public Health
    • International Development
    • Social Sciences
    • Or related field

Professional Experience

  • Minimum 7 years of leadership experience
  • At least 5 years managing multidisciplinary teams and complex projects
  • Proven experience in NGO or development sector leadership roles
  • Strong background in global health programs and community development
  • Experience working with government systems and local partners
  • Experience managing donor-funded projects and budgets
